| Message from the Prosecutor General of China
The International Association of Anti-Corruption Authorities (¡°IAACA¡±) will be officially
established on the occasion of the First Annual Conference and General Meeting of the
Association, to be held in Beijing, from 22 to 26 October 2006. On behalf of the Supreme
People's Procuratorate of the People¡¯s Republic of China, it gives me great pleasure to
invite all the relevant national institutions and bodies entrusted with the difficult task of
fighting corruption and to extend a warm welcome to all colleagues who will honour us
with their participation in the Beijing Conference.
Safeguarding peace, promoting development, strengthening international cooperation
and building a harmonious society are noble aspirations, universally shared around the
world. Corruption impedes the realisation of such aspirations.
Jointly with other national authorities, China¡¯s Prosecution Service is committed to best
practice in preventing and controlling corruption, as well as in promoting international
cooperation.
IAACA¡¯s objective will be to facilitate implementation of the United Nations Convention
against Corruption, which entered into force in December 2005, with the aim of creating
a vibrant and viable network of anti-corruption authorities from all five continents. In this
connection, it is my hope that IAACA will strongly support the work of United Nations
Office on Drugs and Crime, which has been given the challenging responsibility of
supporting the Conference of States Parties to the Convention.
For these reasons, I wish to reiterate my warmest personal invitation to attend IAACA¡¯s
First Annual Conference in October not only to representatives of Government Agencies
responsible for preventing and controlling corruption, but also to Inter-Governmental and
Non-Governmental professionals, practitioners, experts and media commentators, who
are increasingly concerned about the devastating effects of corruption and equally
convinced that it is now time to strengthen our collective efforts against this scourge at
every level - locally, nationally, regionally and internationally - under the aegis of the
United Nations Convention.
The theme of our Conference in Beijing will be ¡°International Cooperation for the Effective
Implementation of the United Nations Convention Against Corruption¡±. A key objective of
the meeting, in addition to adopting IAACA¡¯s constitution and electing its Executive
Committee, will be to formulate a development plan for IAACA on the basis of a
comprehensive and practical debate focused on best practices in international cooperation
against corruption.
China has set, as hallmarks of its policy, respect for the rule of law allied to robust
economic development within a harmonious society, open to cooperation with other
national jurisdictions and international organizations. Our wish is that IAACA should
develop as a platform for wide-ranging result-oriented cooperation between national
jurisdictions in the fight against corruption, with particular emphasis on prevention
strategies.
I therefore see our autumn¡¯s IAACA Conference in Beijing as a golden opportunity for
colleagues from all national anti-corruption authorities, together with practitioners from
other relevant sectors working with them, to discuss innovative strategies and preventive
measures, with the determined aim of combating corruption more effectively, so as to
assist in the implementation of the United Nations Convention Against Corruption.
